Dear Sir,
Withdrawal of Legal Tender Character of existing ₹ 500/- and ₹ 1000/- Bank Notes (Specified Bank Notes) - Deposit of Specified Bank Notes (SBNs) into bank accounts
Please refer to Circular DCM (Plg) No.1226/10.27.00/2016-17 dated November 08, 2016 on the captioned subject. On a review of the provisions ii, iii and iv at C of Para 3 dealing with credit of the value of SBNs into bank accounts it has been decided to place certain restrictions on deposits of SBNs into bank accounts while encouraging the deposits of the same under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016 as indicated below:
  1. Tenders of SBNs in excess of ₹ 5000 into a bank account will be received for credit only once during the remaining period till December 30, 2016. The credit in such cases shall be afforded only after questioning tenderer, on record, in the presence of at least two officials of the bank, as to why this could not be deposited earlier and receiving a satisfactory explanation. The explanation should be kept on record to facilitate an audit trail at a later stage. An appropriate flag also should be raised in CBS to that effect so that no more tenders are allowed.
  2. Tenders of SBNs up to ₹ 5000 in value received across the counter will allowed to be credited to bank accounts in the normal course until December 30, 2016. Even when tenders smaller than ₹ 5000 are made in an account and such tenders taken together on cumulative basis exceed ₹ 5000 they may be subject to the procedure to be followed in case of tenders above ₹ 5000, with no more tenders being allowed thereafter until December 30, 2016.
  3. It may also be ensured that full value of tenders of SBNs in excess of ₹ 5000 shall be credited to only KYC compliant accounts and if the accounts are not KYC compliant credits may be restricted up to ₹ 50,000 subject to the conditions governing the conduct of such accounts.
  4. The above restrictions shall not apply to tenders of SBNs for the purpose of deposits under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016.
  5. The equivalent value of specified bank notes tendered may be credited to an account maintained by the tenderer at any bank in accordance with standard banking procedure and on production of valid proof of Identity.
  6. The equivalent value of specified bank notes tendered may be credited to a third party account, provided specific authorisation therefor accorded by the third party is presented to the bank, following standard banking procedure and on production of valid proof of identity of the person actually tendering, as indicated in Annex-5 of our circular cited above.

Subject: Restriction on Deposit of WOS Notes into SB Account 


        Kindly refer to the SB Order No. 12/2016 dated 08.11.2016 (Para No. 02 (iii) ) regarding deposits of WOS Notes. There is a partial modification in the acceptance of deposits of WOS notes. RBI vide their notification number RBI/2016-17/189 DCM (Plg) No. 1859/10.27.00/2016-17 dated 19.12.2016 has decided to place certain restrictions on deposit of SBNs (Specified Bank Note/WOS Notes) into the accounts by allowing deposits in excess of Rs. 5000/- will be received for credit only once during the period till December 30th, 2016. Copy of the RBI notification is attached herewith. 

It is requested to kindly issue necessary instructions to all concerned in this regard.

First India Post Payments Bank (IPPB) branch in January 2017




Ranchi: India Post, Jharkhand, will become the first in the country to open a bank branch India Post Payments Bank (IPPB) in January.

The basic preparations in terms of infrastructure, manpower and training have been completed.

The move to came after Prime Minister Narendra Modi announced that all post offices should be converted to banks by January next year. The IPPB was incorporated as a public limited company, under the department of posts, Government of India, in August 2015 with 100% government equity.

Talking to TOI, post master general, Jharkhand circle, Anil Kumar said that the first bank branch will begin operations at GPO, Doranda, for which a separate building has been constructed. "Once the GPO branch becomes functional, all other post offices in the state will also start functioning," Kumar said.

There are more than 2,800 India Post offices across the state and the number is likely to be increased to 3,400. "In addition, we have over 100 panchayat seva kendras (PSK) and over 4,000 postmen who can work as business correspondents," Kumar said.

The postmen are being provided with PoS machines. Officials will not only receive money for deposits and disburse payments but will also open new accounts, sell insurance instruments and register money orders. At present, the postal department has issued kits to over 2,700 post offices, which includes a biometric device, printer and a tab for digital transactions.

Kumar said that more than 500 people have already been trained on financial inclusion tools, the usage of PoS machines and briefed on the functioning of post offices as business correspondents. "We have hired experts from Infosys and Rico for training our staff and the training is going on in Ranchi and Jamshedpur," Kumar said.

India Post has also issued debit cards to saving account holders in post offices and once the banking facility begins, more debit cards will be issued. "It will work as full-fledged banks in the wake of the existing robust infrastructures in the remote corners of the state," Kumar said.

Out of 456 post offices, 358 have already been brought on the CBS platform and this is all set to boost the banking structure of Jharkhand post offices once the headquarter branch becomes operational.

Employees accused of sexual harassment can be transferred, says government

Employees accused of sexual harassment can be transferred to another office to prevent them from influencing victims and to ensure fair inquiry.

The Department of Personnel and Training (DoPT) also said a junior officer can probe charges against seniors accused of sexual harassment.

The move follows complaints of the accused trying to influence or threaten victims of sexual harassment in a few cases.

“To ensure fair inquiry, ministries or departments may also consider transferring the suspect officer or charged officer to another office to obviate any risk of that officer using the authority of his office to influence the proceedings of the complaints committee,” an order issued recently by DoPT to all central government departments said.

All complaints committees set up to inquire into charges of sexual harassment should be headed by a woman and at least half of its members should also be women.

In case a woman officer of sufficiently senior level is not available in a particular office, an officer from another office may be so appointed, as per existing norms.

It has been directed that to prevent the possibility of any undue pressure, the complaints committee should also involved a third party either Non-Government Organisation (NGO) or some other body which is familiar with the issue of sexual harassment.

“The issue of legality of a committee conducting inquiry against an officer against whom there are allegations of sexual harassment but where the chairperson happens to be junior in rank to the suspect officer has been examined.

“It is clarified that there is no bar either in the Central Civil Service (Classification, Control and Appeal) Rules or under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to the chairperson of the complaints committee being junior to the suspect officer or the charged officer,” the DoPT said, adding that “this also does not in any way cause any prejudice to the charged officer”.

Sexual harassment includes physical contact and advances, demand or request for sexual favours, sexually coloured remarks, showing any pornography and any other unwelcome physical, verbal and non-verbal conduct of a sexual nature.

Besides this, implied or explicit promise of preferential or detrimental treatment in employment; implied or explicit threat about her present or future employment status; interference with her work, creating an intimidating, offensive or hostile work environment for her; and humiliating treatment likely to affect her health or safety may also amount to sexual harassment.

Conversion of PLI Policy

If you have a Postal Life Insurance policy with maturity date at the age of 60 yrs or less , you can change policy terms depending upon your current age and health factor after converting the policy i.e 60 yrs to 50 yrs or vise versa etc..

What is conversion

  • Conversion” means any alteration affecting the date of maturity of a contract of insurance and includes not only alteration from Whole Life Insurance class to the Endowment class but also the antedating or post dating of the maturity of an Endowment policy and consequent increase/decrease of premium.
  • In the case of policies other than Joint Life Assurance, Children Policy Anticipated Endowment Assurance policies and 10 Year Rural PLI, conversions involving alteration of policy terms other than reduction, discontinuance or commutation of premia referred to above will be allowed only after payment of premia for an integral number of years ( on after completion of one year and month of policy acceptance only i.e if policy date of acceptance is 10.03.2015 than conversion will be allowed in the next march-16,Marhc-17,March-18 so on but before 1yr of maturity) and in any case where it is intended to extend the premium term or to defer the maturity date, on the production of a medical certificate of good health at the expense of the assured

Conditions for Conversion :-

  • Conversion of a policy other than CWL class to an EA class payable at the ages of 35, 40, 45, 50, 55, 58 and 60 only will be admissible.
  • Conversion of policy as would put the date of maturity or the date of cessation of premium to a date preceding or within one year from the date of conversion is not admissible.
  • Such conversions will be permitted only once on the duration of each policy without a fee. Second and subsequent conversions shall be subject to a small fee not exceeding Rs. 20/- or as may be fixed by the Department, in each case.
  • No alteration from Anticipated Endowment Assurance and 10 Year Rural PLI policies to other classes of policies or vice-versa, or alterations in the selected term or in the sum assured of the Anticipated Endowment Assurance policy and 10 Year Rural PLI policy will be allowed.

The other formalities to be observed in this connection are detailed below:-

a) In the case of an unassigned policy, consent of the insured to the terms of conversion in the existing form would be sufficient.

b) If the policy is conditionally assigned, consent of both the assignee and the insured would be necessary. If the assignment is absolute consent of the absolute assignee will be sufficient. The consent of the assignee is to be obtained in the form indicated below :

7th Pay Commission: Progress In Implementation Of New Allowances

New Delhi: Progress has been reported in implementation of new allowances to central government employees – but the Prime Minister’s Office (PMO) has been warned the committee on allowances that the submission of report must be done soon.
Finance Secretary Ashok Lavasa, who is heading the committee on allowances.

“Discussions between the central government employees unions and the committee on allowances headed by Finance Secretary Ashok Lavasa have been taking place in the face of a strong demand for hike in allowances by the the central government employees, it would make a major problem for government if the matter was not resolved within this month,” a central government union leader said.

The central government employees unions claimed that progress was “unacceptably slow”.

Finance Ministry’s official told the Sen Times on Wednesday “dragging this matter on beyond this week could cause severe difficulties”. As pressure mounted on the Finance Ministry by the PMO, however a top official reported “productive progress and the aim is to submit the discussions by this month.”

The Union Cabinet cleared the recommendations of 7th Pay Commission in respect of the hike in basic pay and pension on June 29 but decision on its suggestions relating to allowances has been referred to the Committee on allowances.

The 7th Pay Commission found inadequate the justifications offered by the Ministries for 196 allowances. The government was asked to suggest rationalisation of a variety of allowances and recommended abolition of 51 allowances and subsuming 37 others. The committee on allowances is examining the Commission’s recommendations.

The 7th pay panel had calculated the total impact of the increase in salaries and allowances at Rs 1.02 lakh crores of which it had estimated the increase in pay to be at Rs 39,100 crore and allowances at Rs 29,300 crores.

In percentage terms, the overall increase according to the 7th Pay Commission was about 23.5% where the increase in pay was 14.28% and the allowances at 63%.

The significant jump in allowances could be on account of house rent allowance (HRA), which has been recommended for Class X, Y and Z cities at 24%, 16% and 8% respectively of new pay matrix, besides others.

The central government employees now get minimum pay Rs 18,000 and the maximum at Rs 2.25 lakh for secretary-level officers. Accordingly, the house rent allowance (HRA) for secretaries would be more than Rs 56,000.

However, this is not the first time that allowances bill is likely to be as much or more than the pay bill. In 2014-15, the salary bill as per actual expenditure was Rs 53,371 crore while the allowances was Rs 76,613 crore.

“Allowances contribute 63 percent in the pay hike recommendation. So, the committee on allowances will have carefully weigh the risk of doing to raise the allowances of the central government employees against the risk of economy can afford. Accordingly, they will go for ditto, the 7th pay commission recommendations for allowances, however, it could be a slight change, but not overall,” the Finance Ministry official said.

However, he assured, “anyhow, the allowance under the new pay matrix will be implemented from October 1, 2016.”

If we change the Ethernet Card in Computer it may requires registration of ePayment Module.

Follow the steps to do the registration

  1. The error is thrown as the machine registered with ePayment central server was not being used to transmit the transaction data now . 
  2. You have to re register your office in website and register your new client machine. If "register me" button is not enabled, please execute eCounterResetRegistration.exl .
  3. Stop the ePayment client and run this file using script tool. 
  4. Run the ePaymet client again and enter the web registration particulars when prompted. 
  5. On successful registration your office should appear as a registered office at the epayment site with the new date of registration.

FM launches the Web Responsive Pensioner’s Service portal

FM launches the Web Responsive Pensioner’s Service portal to provide better services to the pensioners; highlights the importance of data analytics in assessing the quality of Government expenditure and revenue. 
The Union Minister for Finance & Corporate Affairs Shri Arun Jaitley commended the new initiatives undertaken by the Office of the Controller General of Accounts (CGA) to serve the pensioners better through the newly launched Web Responsive Pensioner’s Service portal among others. The Finance Minister Shri Arun Jaitley was addressing the gathering after inaugurating the new office premises of the Office of the CGA in the national capital here today. The Finance Minister lauded the role of CGA in handling the growing volume of Government revenue and expenditure through IT initiatives like the PFMS (Public Financial management System) and NTRP (Non Tax Receipt Portal). He also highlighted the importance of data analytics in assessing the quality of Government expenditure and revenue. Further Shri Jaitley appreciated the role of PFMS in ensuring that the funds reach the intended beneficiaries and are essentially used for the purpose they were intended for. The function was co-presided by the Minister of State for Expenditure, Shri Arjun Ram Meghwal and was attended among others the by several Secretaries of different Ministries/Departments and other senior functionaries of the Government of India.
On the occasion, the Finance Minister Shri Arun Jaitley launched a new Digital India initiative taken up by the O/o the Controller General of Accounts, namely, a Web Responsive Pensioner’s Service. This portal developed by the Central Pension Accounting Office (CPAO) provides a one-stop solution for pensioners to access information relating to status of pension cases, and pension payments processed by Central Ministries/Departments and Banks. This service will also help in speedy redressal of pensioner’s grievances.
Later, a Memorandum of Understanding (MOU) was also signed between the O/o Controller General of Accounts (CGA) and the Institute of Internal Auditors (IIA), India aimed at strengthening the Internal Audit function in line Ministries and Departments of the Government of India.
The new building is designed and constructed by the Central Public Works Department (CPWD) and conforms to new norms of a Green building and for energy conservation. A grid integrated solar panel system is also planned to be installed for harnessing solar energy.

Counting of Training Period for TBOP/BCR/MACPS Promotion - Further Clarifications

COUNTING OF TRAINING PERIOD FOR TBOP/BCR/MACPS

Sir,
                 I wish to share the following on the counting the period of Induction and practical training for TBOP/BCR/MACPS in the Department Of Posts. This is in continuation of my earlier post on this subject.

                 There were some queries about the applicability of the training period in the case of following officials. This is because, as per the salient features for MACPs, the service starts from the date of regular appointment.

1.      Some officials undergone training before 1.1.86, worked as RTP for some years before regular appointment after 1.1.86. Whether the training period would be counted for TBOP/BCR/MACP in their case.

2.      Some officials undergone training after 1.1.86, worked for some period as Postal assistants. For some administrative reasons, they were terminated from the posts. After some time, they were again posted as Postal assistants. The service rendered as Postal assistant already was treated as ad-hoc service. Whether the training period would be counted for TBOP/BCR/MACP in their case.

3.      In some rare cases, the officials undergone practical training, and after sometime undergone theoretical training followed by practical training. After having worked as RTP for some years, they were appointed as regular PA.s. Whether the training period would be counted for TBOP/BCR/MACP in their case.

           In this connection, kindly refer to Rule 22 of CCS (Pension) Rules 1972 and Government of India’s Decisions 1, 2 and 3 below Rule 22. For convenience, an extract of these orders are reproduced below.

GID 1 below Rule 22

                 Pre-appointment training period counts as qualifying service

(1)   The staff side of the National council (JCM) had suggested inter alia that the service rendered by an employee during the training period before his regular appointment to the grade may be treated as qualifying service for pension.

(2)   …..training period may be treated as qualifying service for pension, if the training is followed immediately by an appointment. This will be admissible to all Groups C and D employees even if the officers concerned are not given the scale of pay of the post but only a nominal allowance.

These orders come into force w.e.f. 22.12.1983 and the benefit will be available to all those employees who retired on or after 22nd December,1983. (para 4 and 5)

      GID 2 below Rule 22

                 Treatment of the interruption between training and regular appointment.

                 Reference decision (1) above, some of the circles, etc have raised doubt about treating the period of interruption between training period and regular appointment which is caused due to journey from training place to the posting place or the non-availability of post etc. The position has been examined in consultation with the Department of Personnel and Administrative Reforms and clarified as follows:-

                 It is mentioned that the decision (1) above is effective from the date of issue, i.e. 22.12.1983. Thus, the benefits of this order can be given to an officer who is in service on that day and retires thereafter.

                 As regards treating the interruption period in between training period and regular appointment, it is stated that the training should be followed immediately by an appointment which means that there should not be any interruption. Even, if any interruption falls between the training period and regular appointment, that should not exceed the joining time admissible under the relevant rules for the purpose of benefit to be given udder decision (1) above.

                 Condonation of administrative delay in issuing posting order after training, for counting training period for pension.

                 But instances have come to notice where there has been administrative delay in giving appointment letters, etc, after the training period is over and the appointment takes more time than the joining time admissible under the relevant rules. (para 2)

                 The question as to how the intervening period in such type of cases can be treated if it exceeds the joining time admissible and the delay on the part of the Government in giving appointment letters and as to whether that intervening period can be condoned, was referred to Department of Pension and Pensioners’ Welfare who have advised that in cases where the delay is purely administrative, they have no objection to condoning the said period. (para 3)

                
From the above, the following conclusions could be arrived.

1.      The training period will count for pension, if it is followed by regular appointment without any break, as per GID 1.

2.      The training period will count for pension, if there is a break between the period of training and regular appointment due to delay in joining and also due to non-availability of posts, if such period does not exceed joining period, as per GID 2.

3.      The training period will count for pension, even if the break exceeds the permissible joining time, the break could be condoned, as per GID 3.

                 In the light of the above, for the cases mentioned at the beginning of this article, the training period counts for pension, and hence for TBOP/BCR/MACPS. These cases come under the non-availability of posts mentioned in GID 2 and 3. However, the period between the training and regular appointment will not count. It may be noted that only the period of training counts for the above purpose and the period between the training and regular appointment, viz period of RTP service, break etc. will not count. For the cases mentioned in 3, a total of 90 days, theoretical and practical training will count.

                 This benefit will be on notional basis from 1.1.86 or date of regular appointment whichever is later to 30.9.1990. It will be actual basis from 1.10.1990.

                 Consider an official who undergone training during 1983. The date of  regular appointment is 1.2.1987. In this case, the official would have earned his first increment on 1.2.88. After including the training period his first increment would be on 3.11.1987 and will be drawn on 1.11.1987. His subsequent increments will be on 1st November. His pay will be regularized accordingly and no arrear will be paid from 1.2.87 to 30.9.1990. The official is eligible for arrears from 1.10.1990. The date of TBOP/BCR/MACP should be advanced by 90 days.

                 For this purpose, corrigendum is to be issued to the promotion orders viz. TBOP/BCR/MACPS, by the concerned administrative officers.

                 I hope orders for counting the training period for TBOP/BCR/MACPS will be issued shortly.
