ESI Hospitals

     The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Lok  Sabha  that the Employees’ State Insurance Corporation (ESIC) has proposed to set up more ESIC Hospitals in the country including in Odisha. Details are Annexed.
                                
 The land has been allotted by the State Government of Odisha for construction of ESI Hospitals at Angul&Duburi.  At Angul, the process for possession of land is under way. At Duburi, Jajpur, land has been acquired by the ESI Corporation for setting up a hospital. 
                The hospitals at Angul and Duburi would be operationalzed after the infrastructure is in place.
                                                The Minister was replying to a written whether the  Government has decided to set up more ESI hospitals in the country including Bhubaneshwar.

China's GPS a step closer with launch of two satellites

  
China on Monday said it had successfully launched two navigation satellites, the twelfth and thirteenth additions to its fast-expanding home-grown navigation and positioning satellite network that will soon end Chinese dependence on the United States-run Global Positioning System (GPS).
The two satellites were launched at 4.50 am on Monday from the Xichang Satellite Launch Centre in southwest Sichuan province, carried on a Long March-3B rocket. This marked the first instance of two navigation satellites being launched using one rocket, the State-run Xinhua news agency said.
China has in recent months accelerated its plans to expand its indigenous Beidou or Compass global positioning network, which will be completed to provide global coverage by 2020 with more than thirty satellites in orbit. The Beidou network will make China only the third country in the world – after the U.S. and Russia – to have its own independent, indigenous navigation system, Xinhua said.
The Chinese government said in a recent white paper Beidou was “designed to break China’s dependence on the US Global Positioning System”, and will serve both civilian and defence requirements.
China’s fast developing home-grown space programme reached another milestone last year, with the launch of Tiangong-1, the country’s first space laboratory module – a key step in China’s plans to put into orbit its own space station by 2020. China will become only the third country after the U.S and Russia to do so, although trailing both those countries by several decades in achieving this feat.
China’s investment of billions of yuan into its satellite and space programme comes at a time when the U.S. and the West are cutting spending on space missions, a fact highlighted by the official media last year which saw the launch of Tiangong-1 as “the latest showcase of the nation’s growing prowess in space... while budget restraints and economic tailspin have held back the once dominant U.S. space missions.”
China’s space programme has also begun to acquire increasing international influence, having launched more than 20 satellites for a number of developing countries, ranging from Bolivia and Nigeria to Pakistan. Last year, China launched Pakistan’s first communications satellite, PAKSAT-1R, from Sichuan.
Chinese officials hope their investments will pay rich commercial dividends when they offer their navigation satellite services to other countries.
The Beidou network will this year begin providing services for countries in the Asia-Pacific region, including real-time weather monitoring and navigation services. Ran Chengqi, director of the China
Satellite Navigation Management Office, told an industry conference last year that he expected the development of Beidou and related industries to create a 400 billion yuan ($ 63.5 billion) market by 2020.
Last week, Chinese media reports keenly followed the launch of India’s first indigenous radar imaging satellite, RISAT-1. The launch was discussed on news shows broadcast on State media outlets, while the satellite was dubbed by the State-run Xinhua news agency as “a spy satellite”.
Chinese officials have, however, sought to downplay concerns voiced by China's neighbours and Western countries about the strategic dimensions of its growing investments in space technology. Following the launch of Tiangong-1, State media commentaries rejected concerns of “a new wave of space race”, saying China was “neither the first country to seek explorations in outer space, nor the country with the most advanced technology, [so] it seems incomprehensible that China should cause concern to others.”

Government to decide on moving Supreme Court on providing Reservations in Promotions

The government today informed the Lok Sabha that it would soon take a decision on whether to intervene in the Supreme Court on the issue providing reservation benefits to SCs, STs and OBCs in promotions.

Responding to concerns expressed by members during Zero Hour, Minister of State in PMO V Narayanasamy said discussions were being carried out between the Ministries of Law and Justice, and Social Justice and Empowerment and the government "will take immediate decision" in the matter.

Raising the issue, P L Punia (Cong) referred to the recent Supreme Court judgment which termed the move to grant reservation in promotions as "unconstitutional" and asked the government to seek a clarification from the apex court by moving a writ petition on the M Nagaraj case.

He said the recent Supreme Court verdict has "created certain confusion" in regard to grant of reservation in promotions to higher government posts. Punia received support from several members in the House from various parties.

Narayanasamy said the government, which had twice earlier brought amendments to the law, had referred the issue to the Law and Justice Ministry.

"Discussions are going on and we will decide on what further course of action" needs to be taken on the matter," he said, adding that the suggestion given by Punia would also be considered.

Terming the move as unconstitutional, the Supreme Court last week quashed Uttar Pradesh government's decision to provide reservation benefits for SCs, STs and OBCs in promotions in jobs saying it was done without sufficient data.

Titanic 2.0 in the works, to sail in 2016

One of Australia’s richest men, Clive Palmer, on Monday unveiled plans for an “unsinkable” version of the Titanic to be built in China, with its first voyage from England to New York set for 2016. The mining billionaire has commissioned a state-owned Chinese company to construct Titanic 2with the same dimensions as its predecessor.
  “It is going to be designed so it won't sink. It will be designed as a modern ship with all the technology to ensure that doesn't happen,” Palmer said.
“Titanic 2 will sail in the northern hemisphere... We have invited the Chinese navy to escort Titanic 2 on its maiden voyage to New York.”
The announcement comes just weeks after the 100th anniversary of the sinking of Titanic, which went down on April 15, 1912 after striking an iceberg on its maiden voyage from Southampton to New York.
Palmer said the new ship would be a tribute to the spirit of the men and women who worked on the original.
Titanic was commissioned by White Star Line and was the largest liner in the world at the time.
The design work has already begun for the new Titanic, which will have the same dimension as its old version with 840 rooms and nine decks.

Articles 32 and 226 of the Constitution of India- Study material for IPO Examination 2012


The sole object of the Article 32 of the Constitution of India is the enforcement of the fundamental rights guaranteed under Part III of the Constitution of India.



Article 32 and Article 226 both deal with enforcement of right of the citizen against the Government or Governmental Authorities.



Article 32 is limited to the extent of enforcement of the fundamental rights stated in the Part III of the Constitution



Article 226 of the Constitution is much wider than Article 32 of the Constitution.



The High Court while exercising the Article 226 can give reliefs in case of quasi-Judicial Tribunals and authorities or other acts by such lower authorities even though the acts of such authorities do not infringe the fundamental rights.



The Supreme Court is competent to give relief under Article 32 against any authority within the territory of India.




The Writ Jurisdiction of Supreme Court can be invoked under Article 32 of the Constitution for the violation of fundamental rights guaranteed under Part – III of the Constitution



Article 32 is referred to as the "Constitutional Remedy" for enforcement of Fundamental Rights.



By including Article 32 in the Fundamental Rights, the Supreme Court has been made the protector and guarantor of these Rights.



Article 32 is a fundamental right, and it is included in Part –III of the Constitution. Article 32 is a basic feature of the Constitution



The Supreme Court shall have power to issue directions or orders or writs, including writs in the nature of habeas corpus, mandamus, prohibition, quo warranto and certiorari, whichever may be appropriate, for the enforcement of any of the rights conferred by Part III
